Abstract

The mangrove ecosystem of the State of Amahai provides the function of protecting the coast, biota habitat, fishery utilization space, ecotourism, and social benefits for the community. This research aims to identify forms of utilization, calculate measurable Total Economic Value (TEV), analyze policy implementation, and formulate an expected sustainable management model. The research uses a descriptive quantitative approach supported by interviews, observations, documentation, and policy reviews. The main data was obtained through questionnaires of 51 purposively selected community respondents as well as interviews with the state government, regional apparatus, State BUM, cage owners, and youth organizations. Valuation is carried out by approaching market prices, replacement costs, willingness to pay, and benefit transfer. The results showed that 98.0% of respondents knew about mangroves and all respondents acknowledged the function of coastal protection. A total of 22 respondents used the area, especially for fish and coastal biota. The value of direct benefits is estimated at IDR 78,296,667 per year, the indirect benefits of coastal protection are IDR 1,505,000,000 per year, the existence value of IDR 200,640,000 per year, and the value of options in an area of 17.37 ha is IDR 4,253,479 per year. The sum of the components produces a measured TEV of IDR 1,788,190,145 per year. Central Maluku Regency Regional Regulation Number 6 of 2021, Central Maluku Regent Decree Number 556-361 of 2021, and Amahai State Regulation Number 04 of 2025 have provided direction and basis for authority, but have not yet regulated mangrove management in an operational and detailed manner. Therefore, a collaborative management model based on conservation and community economic empowerment was formulated through input flows, processes, outputs, and outcomes. The model places ecological protection, environmentally friendly use, institutional strengthening, regulation, supervision, and empowerment as a management unit.
