Abstract

This study aims to examine the green transformation of MSMEs as suppliers of secondary resources through the Triple Bottom Line (TBL) approach in supporting the circular economy in Kendari City. The study employs an exploratory qualitative approach with a multiple-case study design. Initial empirical evidence is drawn from focal cases in the processed food and food service subsectors that generate or handle production waste and operational residues. Data were collected through initial mapping, observation, field interviews, and document review; the broader research phase includes stakeholder interviews and validation through Focus Group Discussions (FGDs). Data analysis involved data familiarization, thematic coding, cross-case analysis, and the classification of findings into the People, Planet, and Profit dimensions. The feasibility of MSMEs as suppliers of secondary resources is assessed through availability, quality, continuity, and partnership/network readiness. Initial findings indicate that residues and potential secondary materials can be identified across all focal cases; however, the mere presence of residues does not automatically indicate supplier readiness. Material quality, supply consistency, information on economic value, and networks with processors or users remain aspects that need to be strengthened and further verified. This study proposes a phased conceptual framework ranging from material identification, quality control, continuity verification, and network development to value realization and integration into circular value chains. The findings provide an empirical basis for strengthening MSMEs and designing local circular economy policies.
