Analisis Penerapan Kebijakan Pendidikan Inklusif pada Lembaga PAUD Swasta

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pendidikan inklusif pada Lembaga PAUD Swasta di Kecamatan Sangatta Utara, serta penjabaran mengenai faktor yang mendukung dan menghambat dalam proses implementasi kebijakan pendidikan inklusif. penelitian ini perlu dilakukan agar kendala yang ada pelaksanaan dapat dilakukan evaluasi dan perbaikan, sehingga peningkatan kualitas pembelajaran inklusif lebih baik lagi ke depannya. Metode penelitian merupakan penelitian kualitatif pendekatan deskriptif. Sumber data yaitu primer dan sekunder, pengumpulan datanya melalui wawancara mendalam, observasi serta studi pustaka, fokus penelitian terdiri dari, kebijakan pendidikan inklusif dengan peningkatan kemampuan guru ABK, kebijakan pendidikan inklusif dengan pelatihan, kebijakan pendidikan inklusif dengan penyesuaian materi serta kebijakan pendidikan inklusif mengenai evaluasi fasilitas fisik. Adapun teknik analisis data menggunakan konsep dari Miles dan Hubberman yaitu model interkatif. Hasil penelitian menunjukkan Implementasi Kebijakan Pendidikan Inklusif pada Lembaga PAUD Swasta di Kecamatan Sangatta Utara yang terdiri dari: kebijakan dengan peningkatan kemampuan guru ABK, kebijakan melalui pelatihan guru, kebijakan dengan penyesuaian materi, dan kebijakan dengan evaluasi kebijakan. Dari empat implementasi kebijakan tersebut semuanya sudah diterapkan di sekolah TK dan PAUD pada lembaga swasta, hanya saja penyelenggaraannya kurang maksimal, hal tersebut disebabkan adanya kendala dalam penerapannya. Adapun faktor yang mendukung implementasi kebijakan pendidikan inklusif terdiri dari: Komitmen dan sikap positif guru, dukungan dari pihak sekolah, Kolaborasi antara guru, orang tua, dan tenaga profesional, Pola pikir atau pandangan (mindset) tentang ABK secara positif dan Peraturan atau kebijakan pemerintah yang berkaitan dengan Pendidikan Inklusi. Sedangkan faktor yang menghambat implementasi kebijakan yaitu: terbatasnya guru pendamping, Anggaran dana yang terbatas, Belum ada instrumen evaluasi yang konsisten untuk menilai keberhasilan implementasi inklusi, fasilitas dan sarana pendukung pendidikan inklusif terbatas.
